PSA has graded 412 copies. Where they landed:
Why the verdict weights the odds
Only 14.1% of copies reach a 10, which is why the top price is the wrong number to plan around. Weighting each grade’s PSA price by these odds, a submission is worth $215.27£162.02€189.58 on average against $134.99£101.60€118.88 for the card plus $79.99£60.20€70.44 at Regular, the cheapest level PSA will insure it at. That clears $80.28£60.42€70.70, so grading a clean copy is worth the wait.

What moves the price of this card
The Torkoal on this page is the Holofoil printing from EX Dragon, and it trades at $86.03£64.75€75.76 in near mint condition. The other 1 printing of the same card sits lower, which is normal: the scarcer print run always carries the premium.
Graded, it runs PSA 6 $31.45£23.67€27.70, PSA 7 $47£35.37€41.39, PSA 8 $58.30£43.88€51.34, PSA 9 $203.52£153.18€179.23, CGC/BGS 9.5 $224£168.59€197.27, PSA 10 $840.75£632.79€740.42. PSA has graded 412 copies of it. 396 completed sales are on file.
What is a PSA 10 Torkoal worth?
A PSA 10 Torkoal from EX Dragon sells for $840.75. 17.0% of the copies PSA has graded came back a 10, so that price is the best case rather than the one a submission should expect.
Is Torkoal from EX Dragon worth grading?
On the numbers, yes. The average submission is worth $244.05 with every grade weighted by how often this card comes back at it, against $35 for a raw copy plus $99.99 to send it through PSA Regular, so it clears $109.06.
Condition does most of the work below the surface. A copy with soft corners or a print line off centre trades well under the market price shown here, and a copy clean enough to grade trades well above it, which is why the PSA 10 sits at $840.75£632.79€740.42. Before you value your own copy, look at the corners under a light and check the centring on the back, where most cards give themselves away.
